Direct Sale Approved

On November 30, 2009, City Council approved a direct sale of land in the Pleasant Hill Village area to K.C. Charities. The land makes up most of the area required for the development on Parcel E. Parcel E on the concept plan is intended as a high density multiple unit dwelling. K.C. Charities plans to construct a 72 unit seniors' complex.

The City has yet to add one more piece of land to complete the assembly of Parcel E. This is expected to occur in 2010. If all goes according to plan, K.C. Charities would like to begin construction in mid to late 2010.

Council Adopts Enhanced Concept Plan

On November 30, 2009, City Council adopted an enhanced concept plan for Pleasant Hill Village. The enhanced plan now includes the land purchased by the City from Olfert Trucking and Jack Grover. The plan adds almost 2.4 acres of land to the revitalization project. The enhanced concept was developed with the input of the Pleasant Hill Community Review Committee. Features include a new greenspace linkage at Avenue P, a 30 meter buffer along the CPR mainline, a new development parcel (Parcel F) and an upgraded paved laneway between Parcel D and the CUMFI apartments. Parcel F is expected to yield approximately 30 new dwelling units.

Cenith Developments Starts Excavation

On October 29, 2009 Cenith Developments began the excavation of Parcel B located at 315 Avenue N South. Cenith plans to construct 12 townhouse style condominium units.

The townhouse units will be approximately 805ft2 plus a basement area. Each unit will sell for a total cost of $205,000. Each unit will be constructed using a prefabricated construction method and have both solar energy and solar thermal technologies.

The foundation is expected to be completed by November 22nd. it will be winterized until construction of the units start in February 2010. Completion of the units is expected by Summer 2010.

City Purchases 408 Avenue P South

On August 17, 2009, City Council agreed to purchase the house at 408 Avenue P South. The house is a single unit dwelling which is currently being rented. The plan is to develop another housing site and greenspace buffer along the railway right of way. This will add much needed affordable family oriented housing to the area, and support the new St. Mary school.

The City is meeting with the Pleasant Hill Community Association in September to discuss options for redevelopment.

Progress Update

A new Storm Sewer pipe is being installed for Parcel D.

It runs across the Grace Adam Park and will intersect with the storm pipe on 19th Street. The pipe is necessary to drain storm water from Parcel D when development is complete.

Parcel D has a very distinct slope from north to south and plenty of rainwater will need to be drained away during rain events.

The park will be upgraded as part of the phase 1 park upgrades in 2010.

Meanwhile, work continues on the foundation of Parcel D.

City Prepares Parcel E

Demolition of the remaining housing stock on the 1400 block of 20th Street West was completed on July 31, 2009. Habitat for Humanity was able to sell one house (shown in photos on blocks). The City is continuing to work to obtain the last remaining house at 1407. The resulting vacant land will form a new development site (Parcel E) for a four storey seniors' complex. The seniors' complex is scheduled to begin in Spring 2010. The adjacent lane will be closed and incorporated into the new site.

City Purchases Olfert Trucking Site

On July 13, 2009, a significant opportunity to enhance the Pleasant Hill Village project was realized with the purchase of the Olfert Trucking site at 422 Avenue P South. The site has been used for industrial purposes since 1960.

This site will be incorporated into the Pleasant Hill Village project as a new housing site and greenspace buffer along the CPR mainline.
